R22 Replacement: R407C, R427A, R438A & Modern System Alternatives
R22 (HCFC-22) is an ozone-depleting refrigerant with a huge installed base in older air-conditioning, heat-pump and refrigeration equipment. In the United States, production and import of new HCFC-22 ended in 2020, but existing equipment can still be serviced with recovered, reclaimed or previously produced material. The real replacement decision is therefore not “What gas can I pour in?” but whether to keep servicing R22, retrofit a suitable system with an approved blend, or replace the equipment with a modern platform.
For many comfort-air-conditioning retrofits, R407C, R427A and R438A are among the established A1 pathways, with different oil and performance implications. Commercial refrigeration may use other transition blends such as R448A or R449A. If the equipment is near end of life, replacing the entire system with a modern lower-GWP platform can be more sensible than investing in a complex retrofit.

How the main R22 replacement routes differ
The most useful replacement answer depends on system condition, end use, safety class, GWP, regulation and the equipment manufacturer’s approved operating envelope.
R407C
R32 / R125 / R134a blend · GWP 1,774R407C remains one of the closest established capacity matches to R22 for many air-conditioning retrofits. Arkema identifies R407C as a principal R22 retrofit option for AC, but POE lubricant and blend handling are important parts of the conversion.
R427A
HFC blend · GWP 2,140R427A is a broad R22 retrofit blend used across air conditioning, heat pumps and refrigeration. Arkema states its mass-flow rate is within 8% of R22 and positions it as a retrofit designed to minimize system changes, while still requiring OEM/compressor review.
R438A
MO99 / KDD5 · GWP 2,270R438A is another established A1 retrofit blend for legacy R22 systems. It can be practical where owners need an installed-base solution, but its high GWP means it is not a future-facing low-GWP platform.
R448A
HFO/HFC blend · GWP 1,386R448A is particularly relevant when the R22 application is commercial low- or medium-temperature refrigeration rather than comfort AC. Honeywell positions it for R22 and R404A replacement in commercial refrigeration.
R449A

United States
EPA · SNAP · Technology Transitions / ODS rulesIn the United States, production and import of new HCFC-22 ended in 2020. EPA explicitly states existing R22 equipment may continue to be serviced, and recovered/reclaimed HCFC-22 remains legal for existing equipment. That is different from a mandate to retrofit or replace every installed R22 system.
European Union
EU refrigerant / F-gas / ODS frameworkThe EU moved faster on HCFC servicing. European Commission background material notes the HCFC phaseout for refrigeration and air conditioning was completed earlier, and use of recycled/reclaimed HCFCs for servicing was limited until 2015. That makes R22 retrofit or equipment replacement much more urgent in Europe than in the U.S. installed-base context.
The EU had completed the HCFC phaseout for refrigeration and air conditioning new-use context earlier than many other developed markets.
Use of recycled or reclaimed HCFCs such as R22 for maintenance/servicing was no longer allowed in the EU framework.
Remaining R22 equipment is therefore mainly a replacement/retrofit asset-management issue rather than a normal refrigerant supply strategy.

What is the best replacement for R22?
There is no single best replacement. R407C is strongly associated with AC retrofits, R427A is a broad general-purpose retrofit, R438A is another established field option, and commercial refrigeration may favor R448A or R449A.
Can I still use R22 in the United States?
Yes, existing R22 equipment can still be serviced. New production and import ended in 2020, so servicing relies on reclaimed, recycled or previously produced material.
